Why on earth would you think that there not apparently being any ICANN accredited registrars (not ICANN members) in Wales would be relevant to buying a domain name? Nominet incorporated NRS to ensure that .wales and .cymru had at least one registrar prepared to sell the two extensions should no other ICANN accredited registrar elect to sell them. Fortunately that hasn't been the case. They also incorporated NRS to allow their own registrars to sell these gTLDs through their existing registrar management systems.

Let's keep the thread on track!
A couple that have shown available (but you couldn't register them) now show a back-dated WHOIS;
map.wales
and hotel.wales
How are these not on the NOM reserved list?
I just took flight.wales (has been blocked as well for a while but came free today) and competitions.wales

I just checked the WHOIS and as far as I can tell, although it could be delayed, it looks like sawyoucoming.wales is still available!
There are domain names showing registered in the WHOIS but not showing in the PRSS. Seems a mess to me.
During a busy day of registrations for .cymru and .wales domains, we experienced some difficulties with the technical systems processing applications.
While thousands of registrations have been processed smoothly, a small number of customers using EPP experienced a delay processing registrations for domains with the same string in both .wales and .cymru.
The system is operational, and we continue to monitor the situation.
A short period of downtime affected our outsourced NRS systems, but was quickly resolved.
.uk systems and registrations were unaffected.

The results from the whois are rather patchy. Here's two that are "not registered" according to the whois, no mention of a premium name, or reserved for policy reasons:
