that's what I thought, they have the .gov.uk and don't need the .uk. Otherwise they would have attempted to take the .co.uk off the current owner.
I'll say this again. Nominet had complaints from local councils that premium domains of strategic public interest e.g. Police.uk, London.uk, Sheffield.uk, should maybe be limited as they will create confusion between the official London.gov.uk, Sheffield.ac.uk sites etc.
The fact that .uk is an open SLD is irrelevant. Nominet has government and public interests to protect, therefore it wouldn't surprise me to see certain .uk domains not released.
The obvious problem with opening the 2nd level is that it even creates confusion with government/university/education websites.
