I wasn't primarily interested in the web site related market, more the email market where there is a stronger benefit to the end user, just like number portability on your mobile phone or land line...

could / would the average joe be able to make the tech changes to use it
IMO its too limited, adults in general wouldn't have the knowledge, kids/teens wouldn't want to pay and would rather play on msn etc (I aksed me son to take a poll taken on msn)
Only if you don't think outside the box.
I understand why you get to where you do in that logic, but I think there may be more imaginative ways of doing things that can be explored there.
Ultimately if we try, we may succeed, if we don't try we definately won't. If we succeed registrants and industry benefit...

You have to actually put everyone in order (in order of preference) 1, 2, 3, 4, 5, and 6

I am sure the form doesn't require you to put 1 to 6 in if you don't wish, I interpreted the form as saying you can vote in preference for upto the full 6.
