I like it, but I don't know what I'm going to do with it and I also realise the term can relate to US property management too, etc.

I like it. Great police site, but they are reluctant to post at that level of seniority I guess. Still, I'd run with a phpBB (free) forum just to see if you get some traffic/interest, and then build (or demolish) from that point. I haven't looked, but it must be a fairly good keyword.
