Just ignore toolbar PR its always out of date.

Lets say someone starts up the next kelkoo, its brand new but well designed with a big advertising budget and they wanted to exchange links with you. You'd refuse it based on the fact that the domain has no PR.

Extreme example but you could be missing out on some cracking links by insisting on only sites with a minimum of PR2....
