In the continued effort to maintain a successful and secure marketplace, Sedo recently initiated a Buyer Certification program. Your account has automatically been updated to a certified buyer account as we have successfully completed a transaction in the past. New customers must certify their accounts before submitting offers. There are three methods available for new customers become certified buyers: including credit card verification, signed Buyer Certification Statement, Completed W9 form (available to member in the US and Canada) or through an SMS certification code.

at last...will chase away those hiding behind gmail ect in china ect.
 
Please note: Sedo’s Buyer Certification program does not guarantee that a buyer will perform their obligations when agreeing to purchase a domain name

so it's not guaranteed. Maybe they should take it a step further and block or blacklist people who pull out without good reason.

All those who take too long to deal with any forms etc.
