Social bookmarking I also wouldn't consider link building, more a spammy waste of time.

^ That is unless you actually have a site with great content to share and it's for the human traffic and not for links.

I think it's good for anyone hiring an SEO to know the basics themselves, that way it's easier to spot a snake oil salesmen.. which sadly there are too many of in the SEO industry.

100%. And most of the salesmen barely know anything about SEO. It's a very unethical industry too. I used to work for an agency that would charge clients £500+ a month and simply link from a few free directories, article directories and.... yeah that's pretty much it.

Edit: I worked there for less than three months for this reason.
