Ideally we would want the premium to consist of only the creme of the crop, hence the valuation should be done by a group (maybe the staff?), as opposed to the owners valuation.

All premium domains are voted for by me and the mods to see if they qualify.

We approve about 50% of what gets put forward.

You've gotta restrict it to 1 post only, perhaps you can only approval one per day or something as well?

That sounds pretty good. In fact, it could be even less frequent than that - truly Premium domains don't grow on trees, so their relative scarcity could be reflected in the frequency of sales posts. Even if you only allowed 1 post per week per person, that's still 52 so-called Premium domains (each "worth" 4 figures) that they can post for sale in a year, which sounds pretty generous considering that you're not really getting anything back in return for providing the sales platform.
