Yes, all major criminal gangs have 'enforcers' whose full time job is to go round inflicting pain on those who have caused a problem for the gang, be it harming someone in the gang, owing the gang money etc. The gang leadership would not use up some of their profits paying these guys if they were just sitting around doing nothing.

More than 3 million people in this country take illegal drugs at least weekly.
I have personally known teachers, social workers, civil servants, nurses, etc who like a dabble now and again. That's a lot of fine upstanding (otherwise law abiding) citizens.
Middle class kids get away with it, the poor get criminalized and have their futures ruined.
I don't take drugs but the sooner we lose the hysteria and form a policy based on actual evidence the better. The most harmful drug in our society is alcohol, by a very long way. Prohibition is ridiculous and has been a complete failure while wasting billions.
Legalize, educate, regulate, licence and tax.
Halve crime overnight, free up the police to deal with real issues, save a fortune, and bring in a fortune in tax.
It will happen - I'd say we're about 5-10 years out.
