Oops doing post on phone and submitted by mistake. What I mean is there are filters that are due to trust or lack of it.You can have a site at 14th for example that will be near impossible to move up and new links to it in fact have an adverse affect.
The same links going to a more trusted site in 15th could put it on page 1.
I agree if you get penguin hit you are normally going off the rankings violently. What Kate I think is saying is that these links that her site had affected it's overall trust and was more a slow death.
This slow death is more common on EMD's in my experience
