There different Scotch whisky has the Scotch Whisky Association and they like to pursue any association with “scotch” or even something remotely Scottish see

They like to control any association that make s the word “scotch” far more desirable.
The Irish tend to be marketed as “Brand” and less associated Irish” and the Scottish as a “scotch brand” and the "brand" itself
Scotland biggest manufactoring export ? much more competition in the market for wholesalers etc (hundreds of different brands all under the pseudo scotch umbrella as opposed to a handful of Irish)
The “scotch whisky” is also quite a big tourist attraction in itself visiting distilleries etc which is another string to the scotch bow
So I can see why wholesalers and alike might want the scotch but not the irish
