Your DNS record will be cached by other ISPs depending on how long the records (SOA) say. Make the time short and your DNS will get more traffic, make them long and they will take longer to propagate changes.

Some ISPs ignore this.

And some spam bots use DNS records dating back years!

All ISP's cache dns zone records, it's what bind was built to do :)

Positive! I do a lot of DNS work, and so when I moved i made sure. Little did I know it was my modem :(
 
I wouldn't trust bind with any DNS stuff really. Unless I really wanted my servers trashed :)
Most dns caching software that ISPs use will only cache the most accessed entries long term, such a google.com
Domains that only get accessed a few hundred times a day by the ISPs users aren't worth it, it would lead to too much cache latency. It may cache them for a few minutes or use a cached entry if the response from the DNS issuer is too slow.
