I asked some guys for you, they said:
If it's a single coin find, you dont need to report it, if another turns up, you do, as they'll both be more than 300 years old. If you had clearer images, they would be in a better position to value it. It certainly looks as if it's been 'clipped' in its day, but that shouldn't affect the value too much, the detail doesn't look as if it's that worn.
