take it from the point that they aren't obliged to implement anything beyond their working system. what they could do -- is to release more specs regarding
how system works i.e. how domains drop.

Lobby the DTI rep on the PAB. That's the direct access 'node' to Government on the ways of Nominet. Contacting the local dumbocrat on this subject is...pointless.
 
The reasons for increasing the DAC limits are several:

1. In direct response to measured demand from the larger tag holders who use the DAC for availability checks to customers seeking domains. As opposed to demands from dropcatchers who would use every additional query we let them.

2. We have established a more direct measurement of the impact on our database and the DAC server cluster. These are the main constraints that drive DAC limits, in particular the database as that costs a great deal of money to increase capacity on.

3. We want to move people away from the WHOIS2 and onto the DAC, because of the serious problems we have had in the past with address harvesters and fake invoicing scams. Given that we have delayed reducing the WHOIS limits it seemed only fair to support those people who have moved over to the DAC with higher limits.
