Following the Meet Domainers event in Manchester and the recent El Reg article:

Nominet chief tells domainers to grow up
You've all been very naughty boys
http://www.theregister.co.uk/2010/08/27/domainers_grow_up/

Let's say for a moment some kind of UK Domain Name Association was successfully setup...

Which had a code of conduct similar to that of the ICA:
http://www.internetcommerce.org/member_code_of_conduct

Then lets say it managed to get several hundred members....

Do you think that would be enough to stop the criticism from Nominet and BIS?
Do you think we would see the association engaged in the .uk policy process?
Do you really think the smear campaigns and voting propaganda would stop?

Or...

Are UK Domainers actually far better off developing and protecting their own assests?
Would the association just become a target (split the Nominet membership even further)?
Is Nominet far better off dealing with abusive/non-complaint members/registrants itself?

Nominet are a law to themselves and those on the board are kept sweet by 5 star hotels all paid for during the PAB meetings where nothing seems to get done!

A code of conduct is a good thing, but who controls the conduct and who chooses what is right and wrong? Also, what power will they have?

I'm not shy to give my two cents but I'm also wary you need to lead the way if you want change so I wouldn't say no to joining an association!

If we had a code of conduct to guarantee a standard of behaviour from us to those with whom we do business (which mainly benefits them and not us), then I think we should also balance it with something which does benefit us such a corresponding code of expectation to say what we expect from them, with consequences for not meeting our expectations. So for example, if some trumped up lawyer representing some disrespectable corporation comes along trying on a reverse domain hijack, then while we probably wouldn't want to pool resources together to fight them, we should all join together and blacklist them from buying any domains off any of us in the future. If we are going to provide a minimal standard of ethics for conducting business, we should demand it from all who do business with this industry.
