transferring a site to a new domain

if i wanted to transfer my .com blog over to a new .co.uk, would this transfer any penalty that was on the .com?

i think it was penalised for selling links, so has had a pagerank 0 for a long time.

if it would transfer the penalty, can i get it removed with a site reconsideration request?

I've seen toolbar PR go up after a 301 redirect on a penalised page.
You can certainly get a penalty lifted by a reconsideration request but you'd have to be honest and say what you did and what you changed.

Then your probably much less likely to get it removed.

If you want someone to move your blog for you then Ryan would maybe do it for a small fee or I'm sure plenty of folks here could. Ryan did one move for me before I think and has done some coding work for me.
