IMO it is not worth much without being developed, also UK tends to be more popular than nationwide.

Like bensd said only worth money if you set it up, can you use eDirectory.com to setup the site then add all the solicitors by city yourself then email/call/write to them if they are interested in Premium listing etc

Or if you dont have time to get in touch with solicitors you can get a sales company and pay them a fee of 20% for each sale
