Thanks to foster the community!
I know two things for sure:
1) If there are a lot exact matches, maybe it is not good to propose not an exact match. But if there are a few of proposals, it is still worth to propose something similar to give more help.
2) I know from my experience, that clients sometimes would like to have local TLD (domain extension), but after they think more, they decide to take .com to receive wider target audience.
