Suffers from what the board wants! Consultation is just "going through the motions".

Not strictly true, since consultation responses will be published if the box to do so is checked off. That makes it a bit harder for Nominet to ramrod what they want through than it was for V1.

Also, it makes it impossible for them to claim that they've not seen certain responses (if they're made public afterwards) so for example they will be known to have seen my breakdown of all the risks that .uk will introduce to the UK namespace.
