Well ya see, a Consonant (as in R) followed by a vowel (as in I) followed by a consonant (as in W) followed by a vowel (as in A, E, I, O, U, Y) and you have a CVCV. Names like Riwy ending in Y are considered by the vast majority of domainers to be categorized as CVCV.

Y is a constinant I didn't goto school much and I am self taught but even I know that Y is definitely not a vowel.

Hey dunderhead, a Y can be a consonant or a vowel, it depends on the context and where it is placed. You are the one that obviously needs to get a clue. When Y is at the end of a name such as BABY it is considered a vowel. RIWY is no different.
