I use these guys every month to push links to my sites. It isn't the cheapest but you get what you pay for.

I completely agree! And I don't think that blog comments will give big impact on PR and rankings.

Absolutely Blossom, I couldn't agree more. Blog comments are shortly due to be as much use as a chocolate teapot. Footer links have already been demoted too.
