ICANN only charge a few cents per domain. The ones upping prices every year are the domain registries (Verisign, PIR, NeuStar, Afilias etc)

My bad I thought ICANN paid the lawyers.
- edit - oh hang on.. I read the article.. they did
-- edit2 -- I didn't realise a rise of 5-10% was considered 'a few cents'. I would probably re-evaluate the real cost if I thought that.
