Owned by a person you need PRSS access, £400+Vat per year, or find someone else who has it and will run the query.
Owned by a tag, assuming the named person is the tag holder, then you can use PRSS or you can find someone with a zonefile who will dump the tag holder. (there is 1,000 record limit to stick within nominet rules).

Access to the raw zone file can be applied for by a tag holder who is a member and is free but this is s list of domains and zones (DNS) it wouldn't include tags, dates or anything else.
You would need to build such a database.
Prss is charable on top of tag/membership.
Many members are happy to do look ups if you ask, I usually donate an extra £5 to charity when someone does it for me, or send them the £5. After all they have had to pay for it
