Wanted: Service Forum designer

Before I go to Elance, thought I'd see if this appeals to anyone.

I need a full forum setup including script, skin design, permissions etc, to incorporate adsense, banners, optin, chat.

In fact, acorn would be a very good benchmark !!

It will be sports related.

How much do you have for this? If its low budget then you will want phpbb, if its slightly higher then VB (like acorn) would be the way to go. However I don't do forum skins (so many icons to make)

I'm not after a glitzy skin, just one that reflects the subject matter (which will be rugby).
