Expired Domain Parking

I notice my paper on Expired Domain Tasting (Member Paper) sent to the January PAB meeting:

...was met with some confusion:

It was suggested that the paper had not proved there were policy issues, and it was not clear what harm was being caused or whether there were unfair conditions.

Action: The chair suggested that Nominet should check on the registrar best-practice conditions and suggested that Nominet should consider whether additional conditions needed to be applied to the contract with registrars. Nominet could look at statistics on the number of domain names that get dropped and renewed and how many of these were renewed on the same tag.

Perhaps these recent lawsuits in the USA and France would help make things more 'clear'?
