eBay's appraisal rules

I read on the net that when selling a domain on eBay, if you mention that the name has been appraised and valued/estimated at *** then you have to show a copy of the report or certificate or whatever that states that.

However, I cannot see this in eBay’s rules.

Does anybody know if this is the case?
 
I've not heard of this one before.
I can't see this being true.
