I would like to make an offer on a domain on Sedo that is owned by the same seller that I purchased a domain from before.

My question is, when I make an offer is the seller informed in any way who makes the offer, or is it anonymous?

Will he know it is someone that has bought a domain from them before, and will they know if I have made an offer on this particular domain before (which I have)?

It's anonymous.
 
If you have made an offer on a domain which didn't lead to a sale, you will be blocked from entering negotiations again. You will have to ask Sedo to remove this block.

The Seller can see when the buyer registered and how much buying activity that user has had with Sedo.

Does the system tell you this when you make the offer? It let me make an offer (in theory), but have not heard anything back from Sedo or the seller.

Usually, or that is how it happened in my situation. They may have relaxed that procedure.
